In a pure dictatorship one individual promotes his own interests, even when doing so undermines
others. A pure democracy, however, vests equal opportunity on all to promote their interests. A
hybrid democracy is between a pure dictatorship and a pure democracy. A hybrid democracy is
characterized by a few groups of individuals promoting their interests, even by hurting the
majority interest. The few groups of individuals may be politicians, bureaucrats or their
constituent special corporate interests, or the military and defense contractors.
